1971
In an attempt to deter players from illegal gambling operations and provide tax relief to those over 65, the Pennsylvania General Assembly created the Pennsylvania State Lottery through Act 91 in 1971.
1980's
Although the success of the state lottery pushed some attempts at the legalization of Vegas-style casinos in PA, residents rejected the idea repeatedly throughout the 80s, looking at the problems Nevada was facing with crime and corruption within the industry.
1993
In 1993, another push was made to legalize gambling, this time in casinos on riverboats. Proponents of legalization claimed the riverboat casinos would provide a much-needed boost to the local economy, while those against the movement cited that the increased cost of policing and support services would offset any benefits, and the whole idea eventually went under.
2004
In 2004, Act 71 was passed, and the Pennsylvania Gaming Control Board was established to regulate legal land-based casinos within the state. Although only slots were permitted, thousands of jobs were created, and the state began raking in millions in tax revenues.
2010
In the wake of the 2008 recession, the state was once again looking for a boost to the economy to offset the rising cost of property taxes. The solution was to introduce table games to existing land-based casinos, legally bringing classics like blackjack and roulette to the Keystone State for the first time.
2017
Perhaps the biggest year for the legalization of online gambling in PA, 2017, saw the passing of HB 271, allowing the 18 land-based casinos in the Keystone State to launch online casino platforms in accordance with PGCB regulations.
2019
Although gambling was legalized two years prior, it took until 2019 for the first online casino to launch in PA. Since Parx opened as PA’s first online casino, players have been able to play online slots, table games, poker, Slingo, bingo, and more, from anywhere within state borders.
2020
PA saw its largest influx of new casinos in a single year in 2020, when the retail economy was still feeling the knock-on effects of the COVID-19 pandemic. Overall, the state saw eight new casinos make their way into the market, including big names such as FanDuel, BetRivers, DraftKings, and BetMGM.
2021
Another bumper year for new casinos, the Keystone State got five new casino sites, which were Betway Casino, Barstool Casino, Stardust Casino, Borgata Casino, and the now-closed TwinSpires Casino. Parx Casino also rebranded to BetParx. These launches come at a time when the retail casino industry is just beginning to recover from COVID-19, and online gambling continues to thrive.
2022
PointsBet Casino, which partnered with Hollywood Casino at PNRC, was the only new casino to join the ranks in Pennsylvania in 2022. Online casinos took a massive $1.36 billion in revenue, making for a 22.6% year-on-year increase, although that number was still massively overshadowed by the presence of sportsbooks in the state, which took in $7.25 billion in the same year.
2023
Pennsylvania online casinos have taken in over $4.7 billion in revenues since 2019, with online slots set to surpass $4 billion in lifetime revenues by the end of 2023. Of these revenues, the state has collected over $1.45 billion in taxes that go toward schools, education, helping the elderly, and other state-wide public programs.
